About the Course
This course provides an essential overview of the budgeting process specifically for new law enforcement leaders, such as a Chief of Police. You will learn how to manage a budget from its initial preparation through to the final audit. Key topics include understanding line-item budgets, the four phases of the budget cycle, strategies for justifying proposals (like cost-benefit analysis and using mandates), and five simple rules for effective budget management. The goal is to equip you to secure necessary funding and maintain effective department operations.

Jeff Hughes
Sheriff Hughes has dedicated nearly four decades to his career in law enforcement. Beginning his journey with the Fairview Police Department in 1983, he soon transitioned to the Brentwood Police Department, where he served from February 1986 to February 2022. His roles within the Brentwood Police Department encompassed:
Patrol Officer: 1986 – 1990
Criminal Investigations Sergeant: 1990 – 2000
Tech/Support Services Lieutenant: 2000 – 2006
Tech/Support Services Captain: 2006 – 2010
Assistant Chief of Police: 2010 – 2012
Chief of Police: 2012 – 2022
Upon retiring, Sheriff Hughes held the esteemed position of being only the third Police Chief in the history of the Brentwood Police Department.
Sheriff Hughes earned his undergraduate degree from Middle Tennessee State University, majoring in Criminal Justice with a minor in Psychology. Additionally, he is a graduate of the Southeastern Command and Leadership Academy at the University of Tennessee, Chattanooga.
Residing on his family farm just outside Fairview, which has been passed down through four generations, Sheriff Hughes remains deeply connected to his roots. He actively participates in the Walnut Street Church of Christ and holds lifetime memberships in several prestigious organizations, including the Brentwood Noon Rotary Club, Morris Heithcock Lodge #41 Fraternal Order of Police, and the NRA. Together with his girlfriend, Kim Michaud, Sheriff Hughes shares a profound love for animals, cherishing moments spent with their horses, dogs, and cats.
