About the Course

This course will provide participants with a clear understanding of the potential liability exposure involved in receiving and processing routine and emergency calls for assistance. Participants will review case studies and current events to learn how to reduce the possibility of costly lawsuits. This class is basic for front line employees but could be used as a refresher for PSAP Supervisors and Managers.

Christina Bailey

Christina Bailey began her career in 2009, dispatching police, fire, and emergency medical services. She became a shift supervisor in 2011 and served in that capacity for 11 years at a few different Missouri agencies until she took a promotion at her current agency as a Supervisor over the Communications Center in 2022. Her other assignments included Certified Training Operator, Emergency Medical Dispatch Quality Assurance Coordinator, Training Coordinator, and Lead Crisis Negotiator. In 2011, she became an EMT and held a part time EMT position for 10 years.
In 2013, Christina immersed herself in Crisis Negotiations, completing 120 hours of Level I, II, and III offered by Crisis Systems Management LLC. She became the Lead Negotiator and successfully negotiated several barricaded, hostage, and suicidal incidents. Christina completed the 40-hour Officer's CIT course at the KCPD Academy, was a board member for Missouri Association of Crisis Negotiators, competed in 3 statewide Negotiation challenges (earning 2nd place in 2015), and helped plan and attend 3 negotiation conferences held by MACN. In 2014, Christina was hired by Crisis Systems Management to teach the Introduction to Crisis Negotiations for Dispatchers Course, teaching it several times across the state and at the MOAPCO conference. In 2018, Christina began teaching 911 courses for the Mid America Regional Council in Kansas City.
Christina currently resides in Independence, MO with her wife, Terri, and daughter, Averie.
