About the Course

Change doesn’t just happen—it’s created. In public safety and 9-1-1 communications, meaningful progress requires vision, strategy, and courage.

Strategic Positioning: Creating Platforms for Change is an interactive leadership course designed to help professionals become catalysts for innovation within their centers and beyond. Drawing from real-world lessons learned as both a public safety leader and state APCO/NENA president, this session helps participants understand how to build influence, navigate complexity, and transform ideas into sustainable action.

Participants will explore the difference between simple and complex problems, learn to leverage networks and partnerships, and discover how to strategically position themselves and their agencies for long-term success.

Dawn Shumway

Dawn Shumway is currently a 9-1-1 public safety manager with Ada County Sheriff's Office in Idaho. She has spent 18 years as a 911 dispatcher and truly love what she does. She also teaches with the Denise Amber Lee Foundation.
