About the Course

This course explores the crucial role of community outreach, engagement, and recruitment in 911 emergency communication centers. Students will learn why these efforts are essential for a thriving center, understand the distinctions between recruitment, outreach, and engagement, and discover four key strategies to build an effective outreach program. The course also addresses challenges in staffing and offers insights into utilizing social media and traditional media, as well as participating in public events to enhance visibility and attract new talent.

Jamarcus Williams

Jamarcus Williams is currently the Community Outreach and Engagement Supervisor at Hamilton County 9-1-1 Emergency Communications District, a role he has held since March 2016. He also serves as a Professional Development Events Committee Member and Young Professional Committee Member for APCO International, starting in July 2025. Previously, he worked as a Communications Officer at Emory University from 2015 to May 2022. He holds a Bachelor's degree in Human Resources Management/Personnel Administration from Western Governors University (August 2020 - June 2022) and an Associate of Arts and Sciences (A.A.S.) in Business Administration and Management from Gordon State College (2012 - 2013).
